compton red Posted September 29, 2009 Share Posted September 29, 2009 this anything? ------------------------------------- L.A. requires anti-graffiti materials on all new single-family homes September 29, 2009 | 3:07 pm Opening a new front in the city's efforts to reduce tagging, the Los Angeles City Council today approved an ordinance requiring that new homes built in the city include some type of finish that is resistant to graffiti spray paint. The new law is an extension of rules that already exist in the Los Angeles Municipal Code that commercial buildings and apartments must be finished with a hard, smooth, impermeable surface, such as ceramic tile or baked enamel. Previously, single-family homes and duplexes were exempt. “The bottom line is we spend a lot of money on graffiti removal,” said council member Bill Rosendahl. “Wouldn’t it be great if we didn’t have to spend this much money?” The ordinance, which was unanimously approved, offers an exemption to owners who sign an agreement with the city to remove any graffiti that appears on their property within seven days. Architects and developers had complained that the anti-graffiti measure limits their choice of construction materials. City officials acknowledge that not all construction materials are compatible with approved finishes. Some types of coatings also cause discoloration to a building’s surface. The rules require that the first nine feet of the exterior walls and doors be covered by anti-graffiti materials. Officials have tried many things over the year to reduce graffiti, including high-tech camera systems and programs to charge parents for their children's vandalism. --Alexandra Zavis at L.A. The problem is due to L.A.'s gang culture, and the resulting anti-gang culture. And the problem is the public's ignorance & perception that merges writers & gangs as being one & the same. So while the city has been waging a strong anti-gang war for the past few years, doing massive roundups and placing heavy restrictions on gang members, they've also been applying the same tactic to writers because they see no differences between to the two. The only time is if the house or apartment's wall/fence is on a busy street, an alley, or has its walls right on the sidewalk. Homes sit back from the street on the lawn and sometimes apartments as well, and writers/gangs don't touch homes. It's not a big enough issue to spend money on. All that's happening is homeowners are forced to clean up graffiti within 7 days or face fines. It may seem weird for homeowners to want the government to fine them—and I don't know how powerful or intelligent the los angeles homeowners association is—but it's hardly thinkable a law like this could be passed without their authorization. They probably think less graffiti will raise their property value, and the loophole out of the law is so ridiculous that everybody will just clean it up. Ceramic tiles and baked enamel are things you find on bathroom walls and stall doors. Obviously neither stop graffiti, but the law states if you nail either of these to the outside of your house then the city can't fine you. Nobody's really thought this law through because a city street looking like the inside of a public bathroom Isn't going to raise property value either. Or maybe that's the idea, and this whole scheme is some politically high-ranking fatback grossero's artistic statement on Los Angeles: It's all one big public restroom.
