I got the impression over the years that during the summer months there's a lot of people travelling / living in these kind of vans visiting (or passing through) Berlin. I'm not really familiar with the community, but I suppose Berlin really is the headquarter for these kind of buses; we just had a ton of those here after WW2 and they basically got repurposed when police, fire brigades, trades etc. got more modern vehicles and sold them cheaply.
