The local govt we have is one of extremes, they do some really awesome stuff and some super-dumb stuff as well. One of their gigs is cycling, we have the highest level of funding for cycling infrastructure in the country, heaps of mountain biking trails, etc. But the team they have working on roads (designing, planning and managing) seem to be the special needs section of local govt - the above pic being a prime example.
