Hmm, never seen like that. On second look I think you were panning the car pretty good, but I can't really believe that this is f/22, could it be that it's f/1.8 because aperture did not stop down? There was probably just some shaking/bouncing of the body of the car that wasn't uniform throughout. The "deluxe" and front passenger light are out of focus a bit, but not as noticeable, so that would be my poorly educated guess.
