No. I was trying to find mine. If I remember correctly it's 3 part system. One piece is fixed on the spigot and the piece with tounge the lock goes on, butts up loose to the face of the spigot and the chrome piece you see fits over the fixed spigot piece and both the sleeve and the tongue spin. I don't think any of that makes sense now. I guess I can't remeber how it works but it does.
