The smell is coming from the power supply. Does that mean it is teh failz and must be replaced?

I turned my PC on this morning and within 5 minutes of it beng on I noticed the smell of burning plastic coming from within. It did not lose power so I decided to shut down the machine manuelly as quickly as possible. I opened it up and could not locate anything that looked like it had been the source of the burning smell and am leaving the PC off. Does anybody have any idea what might have caused this? Would it be safe to turn on? Or would that risk frying the motherboard or cause some other damage? Possibly related to the power supply to the fans? Appreciate any help....
