No, since we are thinking hypothetically here, light has a constant speed, it doesn't slow down unless the medium it's traveling through changes. A lot of physics crap explains all of that, but no, it wouldn't slow down. And what part of the beam are you riding on? I get this image of a person straddling a beam of light like a horse, complete with the cowboy outfit and wearing a bandana. The real question is, is this person a crip or a blood?
