Mid 2007 = Bush. It = the later part of his 8 year term. What Obama did was what he HAD TO DO under the circumstances left to him to offset the second great depression that this country was barreling towards. And even though we're still in a recession, we're NOT in a second great depression. I was thinking that it might explain why cancer statistics are through the roof this past half a century.
