uncheck "allow exclusive access" in the sound properties Sound > Recording > [Recording Device Name (Microphone)] > Properties > Advanced > Exclusive Mode Although I'm not sure if changing that will solve it. To use the line-in input you'll need to make sure it's un-muted. If you set "Listen to this device" to checked in the properties for the Mic input you should be able to tell if its latency caused by the hardware or latency caused by recording software itself. I know the software play-through functionality in Audacity has a little bit of latency on it when playing something that is being recorded since it has to process and encode it before playing it again.
