I would assume he's just twisting the chisel tip onto it's side to get those thin lines. You can do some crazy shit with copics or prismas if you're good with em. Looks more like the soft end of a copic marker (or something simmilar.)? More pressure for thicker lines, releasing pressure to get them thinner.
