I would be more likely to spend more than 45 minutes painting if I knew it was REALLY legal... I heard people tell me its legit, but I NEVER feel comfortable standing there painting in broad daylight. i do a quick chrome and then leave quick... if I knew for sure that i would not get fucked with n\by cops, and it was posted, i would invest much more time in what i painted, and the quality of work may go up. But honestly, the central location of this wall unfortunately will destine it to attract layers and layers of Toy garbage graffiti, trash, etc. Its the unfortunate reality. Also, there are tons of surfaces within the confines of the park... what is legal to paint, what is off limits? Whats to say a new cop doesnt roll by and harrass you because he doesnt know whats up? That's why I dont paint there often, or for long.

So tell me what their idea of more "structure" is? What do they see as a problem?

I empathize w/ your position, in fact I'm just curious as to the city's line of thinking. I guess it's not surprising they want control over a visible, positive outlet since everything else they try to control turns to SHIT. Before kids started to go here, it was just another destination for drunks and crackheads to sleep it off.

Control control control, control is the name of the game. How do they expect to control this when they can't solve some basic quality of life issues for their residents?

I happened to see a large white man in a yellow safety vest yesterday, with a camera and sheathed machete inside the park, photographing the walls.

It's a fucking shame this is what our tax dollars get used for in a city where it's easier to cop a bundle than a book.

Agreed. Lets get a petition going to keep these graffiti do-ers out of hartford, theyre just going to eave those clogged spray nozzles allover the place, paint the ground, leave behind empty rock-star energy cans and then cry and wonder why when the city bans it.
