its just somthing specific to those types of red CPAA cars. They have those small pannels that bump out to the same height as the ridges, and they always get buffed.

I'm not sure the exact reason, but I'd imagine they have alot of structural signifigance, and the railroads want to make sure that any damage to those areas can be spotted easily. I think some railbox buff crews do the same thing, you'll notice alot of them in addition to the numbers being buffed will have streaks and chunks with no writing buffed as well, usually at weld joints or other load bearing areas.
