Just because those people are on that side of the border, doesn’t mean they are all the enemy you’re trying to defend yourself from. The people are not always their government, or militant organizations. Put it this way.. Texas decides to evict a handful of legal Mexican families in a neighborhood in Laredo, protests break out as a result. The Texan government then decides to declare assembly of legal Mexican citizens in Texas illegal, and begins to flash bang and assault Mexicans in a Christian church during Lent. Eventually, the Texan police kill a Mexican, and not Mexican-Texans take to the streets with guns chanting “Death to Mexicans!”. A cartel in Nuevo Laredo, [a city where it is (hypothetically in this case) very hard for the citizens to leave because of blockades], gets pissed off and starts firing rockets over the border, into Laredo-Texas. Most of these rockets are easily deflected by the superior defense system and military of Texas. Texas then begins to bombard Nuevo Laredo with rockets that are killing people that had nothing to do with the conflict, other than they simply are forced to live in the same area as the cartel. Completely separating them from the rest of their state and making it very difficult for them to cross the border.
