The cases were not formed from complaints, they were formed from whistle blowers and sting operations that were conducted while everyone thought they were cheating and getting away with it. They were threatened, voted to certify under duress, and then found out that they had backing, so they rescinded their votes to certify. The Dems didn't win anything.
