Pipe tobacco is the loophole. I had always thought it was a different type of tobacco. Turns out its the same shit only cut longer and it costs the same as the rollup used to. I wouldnt be surprised if the companies that make Bugler and Midnight Special also make "pipe" tobacco and slap a different name on it but its the same tobacco and you need to snip it up a bit before you roll it.
