I suppose I'm under the impression a lot of police resources (during the Gulag and Iron Curtain eras) were directed towards political ends. While there were definitely explicit limits on what people could and couldn't do, I feel as though it's likely a lot of civilian murder cases fell through the cracks or weren't pursued at all. Especially since the state had its own murder business to handle as you've said. Russian/Ukrainian police are definitely not to be fucked with though, my sister has spent a good amount of time in that part of the world and has some stories...
