Through his association with Fashion Moda, Fekner went to Charlotte Street and stenciled six spray painted messages including Decay, Broken Promises, Falsas Promesas, Last Hope, Broken Treaties and Save Our School. BY THOMAS TRACY NEW YORK DAILY NEWS Wednesday, April 30, 2014, 3:45 AM "Taggers beware. Police Commissioner Bill Bratton is coming for you. The city’s top cop said the next quality-of-life crime he plans to tackle is graffiti vandalism, which he calls “the first sign of urban decay.” “It’s one of the issues I’m going to be focusing on,” he told WNYC radio host Leonard Lopate Wednesday, explaining that he has already informed Mayor de Blasio of his plans. “It’s my sense that graffiti is growing in this city again and as a city we need to take it on,” he said. Bratton didn’t elaborate on how he planned to tackle graffiti vandalism. In March, the number of panhandler arrests skyrocketed threefold after Bratton said cops were going to focus on them.
