Accidents after the initial crash are so unneccessary and this guy could've easily prevented some. All you see there in the clip is very typical to these situations. As PMB said, people don't expect anyone walking on a freeway. You can imagine it yourself: even slowing down without a reason in heavy traffic wouldn't feel right. You have cars behind you etc. Besides its already dark in that clip and it's really hard to estimate the speeds of objects in front of you if they're moving to the same direction (or stay still). I also believe that most humans are, in fact very stupid.
