1997:

Lt. William Fleming, who investigates T graffiti vandalism with O'Loughlin, said aggressive enforcement has prevented the problem from escalating to the point of crisis experienced by transit systems in West Coast cities.

"It used to be a $ 5 million problem for us on the T," Fleming said. Currently, the T spends about $ 1.7 million a year to eliminate the blemishes inflicted on T stations and property, he said.

Boston police Sgt. Detective Kevin J. Mullen, who has worked with O'Loughlin for two years to prosecute taggers in Allston-Brighton, said he has arrested about two dozen suspects in the graffiti-plagued district.

2001:

Over the past year, a zero-tolerance policy on graffiti around Boston has led to more than 50 arrests and the convictions of several taggers who received jail time ranging from a day to six months, police said. Most of the vandals were from surrounding suburbs, out of state or other countries, including Australia, England, Germany and Italy.

"They call it ghetto bombing," O'Loughlin said. "They come down and do their dirty work and out they go. They're doing it to get respect from the other kids in the culture. They don't care what other people think."

Maybe it is just me, but the numbers seem slightly inflated.
