That pictures a tough one because the sky is light painted so that it looks like it was there for a while with that much movement from the stars. But if it is infact a single shot then then he timed that flash perfect with a high enough F stop so that the skier didnt streak into the shot, like he would with a low f stop low exposure time. Rear Cutrain Sync could've been the culprit too, but i still think with that he would've streaked into the picture

 

or he did two exposures and photshopped the skier in.

or its a double exposed photo. the camera was still. the stars were a second photo with a long exposure cropped into the skier photo.

im inclined to believe this theory.
