Man it's really actually pretty easy. Just draw the linework, scan it in. Use the posterize thing to make it 100% black on white (when you scan somehting, usually the "black" is actually a dark grey or some shit) and then clean it up a bit.

 

Then use the straight line tool to draw single pixel lines (ie the linnest kinda lines) where the light meets the shade (like on his shirt, where the light red meets the dark red). Colour it using a lot of gradients and fades and shit and then despeckle it. This removes the black single pixel lines between the colours and you got your image :)
