Maybe a dumb question....but are there bike regulations for cyclocross, to prevent bikes like that ^^ being used? I'd guess a mtb bike would have advantages on certain courses.

 

That bike would have zero advantage on account of having slick tires and having unnecessary suspension (adding to way more weight) for most courses. No restrictions at most local levels, but at the UCI pro level there are a lot of stringent requirements for what you can and can't race.
