you know what really "grinds my gears" its rich kids who write. they dont have to go to school, dont have to have a job, dont have to worry about getting caught, cuz they have mommy and daddy to pay for everything. They just go from city to city and get apartments/houses they dont pay for and have thier parents credit card to feed thier coke habbit.

I mean fuck, id kill every city every night if i didnt have any obligations i.e school, work, etc and i knew my parents could bail me out and hire me an expensive lawyer

 

and fuck people who go to art school too, it has nothing to do with talent, it has everything to do with if you can pay the tuition, oh i mean if your parents can pay the tuition.

Tagging the graffiti victims

 

 

 

 

Very cost-effective

 

REGARDING the Chronicle's Oct. 10 article "Council hopes fine threat will remove graffiti": The Houston Police Department's Gang Division knows that most of the graffiti being done around the city is gang-related, and they are already familiar with many members of these gangs. We have laws that allow police to hold — for about 24 to 72 hours — crime suspects (whether the crime is murder or vandalism). All the police have to do is find graffiti that is related to a certain gang and then find a gang member who is affiliated to that gang and throw him in jail on suspicion of vandalism. Maybe the gang members will get tired of going to jail.

 

Of course, it would cost money to keep these gang members in jail, so the Police Department decides to turn against the victims.

 

What will they think of next? "Sorry that your husband, wife, brother, sister, son or daughter was killed in this robbery, but clean up the blood and repair the bullet holes within 10 days or we'll have to fine you $500."

 

Wow. Justice that is cost-effective.

THE city of Houston cannot identify the individual graffiti artists, so the victims of graffiti tagging are going to be fined if the graffiti is not removed.

 

Does this mean that victims of rapes, robberies and other crimes will be subject to fines, too, if they cannot identify the perpetrators?

REGARDING this plan to fine the victims of graffiti: If they do not pay on time, will the police arrest them?

 

How much easier that should be than policing the neighborhoods and arresting those responsible for the graffiti in the first place.

KTRK: Council to take up graffiti ordinance this week

KTRK-13's Mark Garay reports that Council is about to take up the latest proposal to deal with the city's graffiti problem:

 

It's a million dollar problem in Houston, and one you may notice when you drive down any street -- graffiti. There's a new effort to stop it. This week, Houston's city council will talk about a new ordinance designed to make those who paint and spray buildings think twice.

"It will be against the law for minors or juveniles to purchase or possess graffiti implements," [Councilmember Adrian] Garcia explained.

 

That includes not only aerosol cans, but also certain pens and markers.

 

[Councilmember Sue] Lovell said, "There will be a fine of $500 if you do sell graffiti implements, and it will be unlawful for minors to have those implements on their person."

 

Under the new plan, fines will go up, depending on damage costs. Also, people who cause more than $1,500 in damage will be charged with a felony. What's more, property reported as tagged needs to be cleaned up within 10 days, whether privately or publicly owned. The current window is 30 days.

 

Earlier proposals included a $500 fine for businesses that do not clean up the graffiti within 10 day of being notified by the City of Houston; Garay did not mention whether that is still in the proposed ordinance.

 

It's also not clear if any changes are being proposed to improve the reporting system. My experience with a recent complaint was that it took two months and multiple emails to 311 and Councilmembers even to get a city inspector to go look at a defaced property in order to get the 30-day process moving along. The city's graffiti efforts are hindered both by inadequacies in the 311 system and limited manpower (for inspections of reported properties). Those problems will need to be addressed if the new ordinance is to work as effectively as Councilmembers Garcia and Lovell hope.

 

UPDATE: KHOU-11's Carolyn Campbell says the hefty fine for not abating graffiti within 10 days is still part of the proposal.
