In some states, that's just another phrase for "police officer," but in Texas it includes firefighters, EMT-P paramedics and air ambulance flight crews, etc., as well as cops. The guy was a convicted rapist--fuck him. What should have happened instead was the guy spits on the cops, so they pull over, take him out of the car and beat his ass senseless with flashlights.
