Famine-struck N Koreans 'eating children'

Cannibalism is increasing in North Korea following another poor harvest and a big cut in international food aid, according to refugees who have fled the stricken country.

 

Aid agencies are alarmed by refugees' reports that children have been killed and corpses cut up by people desperate for food. Requests by the United Nations World Food Programme (WFP) to be allowed access to "farmers' markets", where human meat is said to be traded, have been turned down by Pyongyang, citing "security reasons".

 

Anyone caught selling human meat faces execution, but in a report compiled by the North Korean Refugees Assistance Fund (NKRAF), one refugee said: "Pieces of 'special' meat are displayed on straw mats for sale. People know where they came from, but they don't talk about it."

 

The NKRAF, an aid body set up in China five years ago which helps to smuggle food and medicines into parts of North Korea off-limits to WFP officials, interviewed 200 refugees for the report.

 

"If a funeral takes place during the day and the burial is performed that evening, the grave may be dug open and the body stolen before morning," said one refugee.

 

Another witness, named only as Lee, 54, said he feared that his missing grandsons, aged eight and 11, had been killed for food. As he searched widely for them, they boys' friends said they had vanished near a market.

 

Mr Lee said police who raided a nearby restaurant found body parts. The business's owners were shot.

 

Gerald Bourke, the WFP's representative in Beijing, said it was difficult for his organisation to substantiate the reports of cannibalism as they were unable to get to the markets. "As in any desperately poor country, it is something we might stumble on," he said. "It's not just a problem for us, but also our donors." Because of the food shortages, many people were having to survive on nine ounces of rations a day - less than half the recommended minimum daily intake.

 

North Korea's ability to feed itself has been hit by floods, deforestation and lack of farm fertilisers and equipment.

 

The WFP says Japan provided 500,000 tons of food aid in 2001, making it the biggest donor, but sent nothing last year. Food aid from America has been cut from 340,000 tons in 2001 to 40,000 tons so far this year. Washington has pledged to send a further 60,000 tons if Pyongyang lifts restrictions on the operations of agencies such as the WFP.

Missteps Enough to Make Kim Jong Ill

AUSTIN, Texas — When we need a laugh in grim times, we count on our Attorney General John Ashcroft, the Whoopi Goldberg of the Bush administration. This week, Ashcroft took time off from tracking down terrorists in order to bust 55 people for selling for selling rolling papers, pipes and other drug paraphernalia. Nice to see a man who's got his priorities straight.

 

Onward. Let's review the bidding on North Korea. "Review the bidding" is a bridge term for "how the hell did we get into this mess?" In 1994, the Clinton administration came to something called the Agreed Framework with North Korea, under which Pyongyang agreed to put its 8,000 spent nuclear fuel rods — which can be easily converted into weapons-grade plutonium — into storage, watched over by U.N. inspectors and cameras. In return, they were supposed to get two light-water nuclear reactors and economic and diplomatic relations.

 

Unfortunately, we didn't quite live up to our end of the bargain. As usual, the Republicans had a cow and decided anything agreed to by Clinton (not to mention the dread Jimmy Carter) must be a sellout. We did, however, provide a substantial amount of food and fuel aid over the years, and in 2000 the Swiss company ABB agreed to deliver equipment and services for two nuclear power stations at Kumho. Interestingly enough, Donald Rumsfeld was on the board of ABB at the time, though a Pentagon spokeswoman says the secretary does not recall the $200 million deal ever having been brought before the board.

 

So, in comes Bush, and six weeks into his term, March 2001, he humiliates President Kim Dae Jung of South Korea during his visit to Washington by announcing we would not support his "sunshine initiative" to improve relations between the Koreas, for which Kim Dae Jung won the 2000 Nobel Peace Prize.

 

North Korea had been sending lots of signals that it was ready to deal, ready to open up and to make concessions. But the Bush administration denounced it as a "rogue state" and used it as a prime excuse to promote the national missile defense system. Bush, ever the soft-spoken diplomat, told a reporter that he "loathes" Kim Jong Il on a "visceral level" and also called the dictator "a pygmy." True, Kim Jong Il is vertically challenged and a repellent dictator, but insulting paranoiacs with nukes is not smart.

 

Then came the "axis of evil" speech in 2002. According to Bush's speechwriter David Frum, North Korea got thrown into the axis as an afterthought, apparently for rhetorical purposes. Unfortunately, Kim Jong Il, like, kind of took it personally. Then the Bush doctrine of "pre-emptive war" was announced, along with the policy of using nuclear weapons to maintain American hegemony.

 

In October, North Korea admitted it was running a secret uranium enrichment program, so Bush promptly renounced the Agreed Framework and cut off the food and fuel-oil supplies we had agreed to. (Don't ask me to explain this, but apparently an enriched-uranium program is not nearly as dangerous as making plutonium.)

 

The North Koreans said they would drop the uranium enrichment and allow inspections to continue in return for a promise of no pre-emptive strike from us and a normalization of relations. Bush refused. A few months later, the North Koreans kicked out the U.N. inspectors and announced it would begin making plutonium from the spent fuel rods.

 

Bush then announced we would absolutely not negotiate with the North Koreans, then in January he announced again we would not negotiate but would "talk." The North Koreans want direct talks with the United States, while we want multilateral talks (Bush endorses multilateralism, at last!) with Japan, China and South Korea, and possibly Russia, Australia and the European Union. China, Australia and South Korea have all urged us to have direct talks.

 

Meantime, the South Koreans have elected Roh Moo Hyun to succeed replace Kim Dae Jung, and he, like his predecessor, favors the sunshine policy. (Before you start on the "how dare they?" "those ingrates!" "worse than the French," please to recall that for 25 years the United States supported a military dictatorship in South Korea, so they tend not to take our rhetoric about "democracy" really seriously).

 

All in all, a nasty situation. Colin Powell has just returned from a trip to South Korea and may be able to work out some straddle on the direct-talks issue. Meanwhile, it looks as though the North Koreans are busily building nuclear bombs, and no one doubts they'd sell a little spare plutonium to anyone who paid them enough. Oy gevalt.

it sounds like bullshit but i don't find it hard to believe. this isn't about asians and their strange eating habits. it's more about alot of people starving in a country with a sick dictator. n.korea has one of the largest military in the world, mainly because thats the only way that you can get food is by joining up. he has underground tunnels under south korea in the event of an invasion. at the boarder the nkorean guards stand in a constipated taekwando position of attack for hours on end. dudes out of his mind.

well, they have been askin for some things to ease the tension of war.

trade and aid...yeah, thinking of that report, kinda leads me to believing just a little bit more.

I wonder what it taste like. Probably like chicken, but more rubbery, being that they're Korean and all. Sounds like a bullshit excuse for Bush to launch an invasion to me. Did you know that Korea used to be spelt with a C, until the Japanese invaded them sometime last centuary, and forced them to spell it with a K so that they would come after them in the alphabet. Crazy mf's.

the truth remains that n koreans are starving. the amount of propaganda inside n korea alone couldn`t compare to whatever western prodemocracy news groups write. tv channels are all about kim jong ill playing golf, helping the people and showing how bad americans and japanese are trying to ruin korea. cambodia is probably n korea`s last friend in the world. on a trip there 2 years ago i saw posters of him with his military supervisors helping cambodian children. really strange since i don`t know how the hell he would get to cambodia since he is too paranoid about flying anywhere. recently kim jong ill released several japanese citizens that n korea kidnapped in the 1980`s. before this i was convinced the japanese were making it up. i mean its comparable to alien abductions but the n koreans are the aliens invading the empire. the place where it happened is actually not too far from my house. but it ended up it was true. they were taken to korea and forced to work given wives and special treament as n korean citizens etc. the most interesting thing is that due to the japanese eating a korean diet they began to look like n koreans. yes asians faces are different. korean men tend to have higher cheak bones, smaller eyes, taller with a more muscular build. the kidnapees were temporarily allowed to return home but obviously once they got to japan there was no way in hell they were going back and it ruined already bad diplomatic relations with japan. regardless kim jong has a small man`s complex with platform shoes, and an afro. he watches godfather and scarface religiously and would like nothing more than a fight till the death. they supposedly have enough nukes to reach, japan, and america. right now every year japan is one step closer to getting an army. which is natural since ww2 ended more than 50 years ago but i don`t thing they should get it until reparations are paid to the chinese and koreans for war atrocities. all of which the japanese people either don`t know about, or don`t care about. every prime minister pays annual tribute to fallen soldiers, similar to america`s memorial day but the gravesite includes thoughs convicted of war crimes. no one seems to find offence to this accept the last living korean sex slaves/comfort women that the japanese still deny ever happened. i think i may be talking to myself ill stop now
