html help. "fit to screen" (universal screen size) problem

i remember seeing a question bout this on 12oz maybe bout a year ago.. i couldnt find it anywhere so im gonna ask again.

 

i cant get my webpage to have a universal screen size. its fine on this monitor (15in) but when someone with a 17in or whatever looks at it, the page wont fit to screen.

 

i've tried frames and also tablewidth = 100% but it aint happening..

 

maybe it was el mammero or zesto or someone who had this problem... i cant remember.

 

help :confused:
