A quiet end for high-rise

By TRIGIE EALEY

Journal staff writer There will be no explosive-charged, dust-filled

implosion of the doomed Hunting Towers apartment building nearest the Capital

Beltway.

Now emblazoned with white paint reading ``exist" and other undecipherable

words, the nine-story, red brick building will be brought down starting in

August with a wrecking ball and the jaws of an excavator, said Jon Seavey,

vice president of contractor Old Dominion Demolition Corp. of Portsmouth.

``We've done [implosions]," Seavey said Thursday. ``It's pretty neat, but

[the building] is not a skyscraper."

The 1200 S. Washington St. building also is adjacent to a major highway

and not far from Reagan Washington National Airport, making it even less

appropriate for the dust-cloud-producing implosion. The vacant building is

being removed to make way for the new 12-lane Woodrow Wilson Bridge, now

under construction to span the Potomac River between Alexandria and Oxon

Hill, Md.

The demolition methods chosen will produce some dust, Seavey said, though

it will be controlled with water.

``Once the building is down, we'll keep it wetted down," he said.

The demolition contract, to run through mid-March 2003, includes asbestos

removal, Seavey said.

He said the building has the hazardous material in the boiler room and

other isolated areas of the structure. Air-quality monitors will be placed

inside and outside the building, so residents need not be overly concerned,

he said.

``It's not a large asbestos project," he said.

Seavey and other company officials took part in a Virginia Department of

Transportation meeting Wednesday with about 100 nearby residents.

The meeting illustrated some of the problems VDOT has dealing with

residents, said Ardith Campbell Dentzer, president of the Hunting Towers and

Hunting Terrace Tenants Association.

The meeting was held outdoors on a hot evening and so near Washington

Street that some people had trouble hearing the unamplified speakers, Dentzer

said.

``It's clear to me that they haven't thought about the residents," she

said. ``This is VDOT wasting taxpayer funds and wasting our time."

The meeting was moved away from the road because of noise, said Norine

Walker, a spokeswoman for the Wilson Bridge office. There is no large meeting

space available at the site, she said.

In addition to the apartment building, the $988,000 Old Dominion contract

includes demolition of an old Seaport Foundation building at Jones Point Park

and two parking garages to the east and west of the Hunting Towers building.

Among the materials slated for recycling are kitchen cabinets, counter tops

and wood flooring from apartments. Crushed concrete from the structures will

be used as fill material for the construction area and for an 80-space

Alexandria city employee parking lot at Jones Point Park, Walker said.

Walker and others were perplexed by the vandalism seen near the top of

the building Thursday morning.

``It wasn't there [Wednesday night]," she said. ``We sent a few folks

down there to look at it. That could be a security issue, not just a project

issue. But it's the contractor's responsibility to secure the building."

She said she urged the contractor to build the security fence sooner than

planned.

Security at the building is the responsibility of Old Dominion until work

is completed, said Jalal Masumi, construction manager for VDOT. He said it

was obvious the vandals had plenty of undisturbed time to complete their

work.

``The work zone is the property of the contractor," he said.

Seavey said the vandalism will not quicken plans to erect a fence around

the building next week. Vacant buildings sometimes attract troublemakers, he

said.

``You are always concerned when people vandalize things," he said.

``We're somewhat dependent on law enforcement and others to keep an eye on

things.":D
