can you recomend a marker for outlines? not for coloring. links?

should i use paint more like house paint (dutch boy) or car paint (PPG) Ive been usuing car paint so far, its been looking dull when it dryies, but i think its cause i used to much thinner in ma last batch.

guys, just wonderin is there anything i should do to my sticker before i put it up, since its snowy out this time a year the stickers is proably ganna soak up water and the ink is ganna smuge, no?
