It's a news article about four guys from Missouri who became part time cops (about 52 hours a year of work), and formed a mini SWAT team so they could order automatic weapons (Which they kept in the car TRUNKS!). They live in a itty bitty small town (one stoplight) and say they need automatic weapons so if there's a hostage situation or something at the highschool like columbine, they can rush in and rescue the people (not to mention maim countless others).
