I think that is an airslide hopper w/ Union Pacific reporting marks. Their are 2 holes in the ends too, for the same purpose as the holes in the ends of Covered Hoppers. To my knowledge I don't think UP ever had any boxcars in a grey scheme, all are "boxcar red" as in UP, MP, SP, SSW, and WP former boxes, some UP boxcars are in a yellow paintscheme though. The ladder is for workers in the loading process of airslides.

 

Boxcars quit being produced with full height ladders when the hand brakes were moved to the end near the ground, it saved time when workers have to tie up cars, and safer for workers as well, and Im sure there are other reasons as well.
