The seven-year-old – shot dead as she fled the killer of her father

Bertram Byfield – was a ward of court and should not have been under his care. Byfield was a convicted crack-cocaine dealer with a long criminal past.

An inquiry by Birmingham Area Child Protection Committee is expected to reveal how Toni-Ann came to end up in his north London bedsit, and why Brent council was not informed of her whereabouts.

 

The review was due to be published in February, but has been delayed due to the involvement of the Immigration Service.

 

Toni-Ann was born in Jamaica and came to Britain in June 2000 to stay with relatives in Birmingham.

 

It is not known how she ended up in local authority care.

 

ROLE

A Birmingham City Council spokeswoman said: “The review will cover the role of the Immigration Service.

 

“This is the first time that the service has worked with an ACPC taking part in such a review.”

 

The ACPC has welcomed the participation of the Immigration Service and believes the slight delay this has caused will be offset by the comprehensive nature of the report.

 

It is hoped the review, being conducted by David Lambert, a former assistant chief inspector at the Social Services Inspectorate, will establish what lessons can be learned by the agencies involved in Toni-Ann’s care.

 

His report will lay down in-depth summary and action plan, both of which will be made public, to ensure better safeguards for children.

 

Toni-Ann’s mother Christine Richards, who made the trip from Jamaica for her daughter’s funeral last September, had wanted the inquiry to be heard before her visa ran out on April 3.

 

Detectives believe Toni-Ann was killed as she tried to escape the gunman who shot her father in his north London bedsit.

 

DRUGS

She died from a single gunshot wound to her back after seeing her 41-year-old father being repeatedly shot.

 

Police believe the shootings may have been drugs-related. Bertram came out of prison in 2001 after a nine-year sentence for supplying crack-cocaine..

Yeah compared to other citiesaround the world, US cities are tolerable. Try Manilla, Phillipines. Murders up the ass there. And a lot of cities in Brazil.

Wouldn`t say "starting" it`s been that way for years..

Here`s a pic from Brixton in South London, "Brixton riots" which was the last one was in 1981, basically the same deal as the L.A as in the cause of them..

every day i hear shit like this. its so sad.

 

-the other day i heard a 12 year old boy strangled a 7 year old girl.

 

-a high schooler in sf, shot another high schooler on the bus. my brother was friends with the kid that died. it was over an argument.

 

-a group of boys beat to death a transgender teen because she fooled them thinking that she is a girl. after they buried her, they went to mcdonalds.

 

-a 14 year old girl died of an overdose. the drug was ecstacy. 14...she is still in middle school.

Eight-year-old hangs himself after foster care

WINNIPEG -- Manitoba's medical examiner is investigating the suicide of an eight-year-old boy.

The boy had recently been taken out of foster care and reunited with his birth father and four siblings on a remote northern Manitoba reserve.

Henry Willard Okemow was found hanging in a closet in his family's home on the God's Lake Narrows reserve March 28th.

Dr. Thambirajah Balachandra says it's the youngest suicide he has ever seen in the province.

Balachandra will meet with police and social workers to determine if a public inquest should be called.

Henry followed the same tragic footsteps as his 11-year-old brother, Buddy, who took his own life in December 2002.

Their mother, Loretta Okemow, lives with her parents on the reserve and says she hadn't seen Henry since last year.

On March 25th, the agency returned Henry to his father.
